Job Title: IT Manager

Location: Baldwin County 9-1-1, Robertsdale Alabama 

Department: Information Technology

Job Description:

This position has the responsibility to ensure the proper working order of all computer systems operated by the 9-1-1 Center. The IT Manager will maintain and/or repair all computer systems and network and will maintain all call handling equipment software and create backup systems and records for all computer systems. 

Supervision Received

This position is supervised by the Deputy Director of Support Services.

Supervision Given

Directs and supervises the work of employees assigned to the IT department.

Supervisor Responisbilities:

v  Directly supervises and evaluates the work activities of subordinate(s). Monitors oral and written communications of subordinate(s) to ensure compliance with Center policies, regulations, and standard operating procedures. Reviews written communications submitted by subordinate(s) to evaluate accuracy, thoroughness, productivity and compliance with existing policies, procedures, etc.

v  Provides direction, guidance, coaching, and counseling to subordinate(s). Provides feedback to subordinate(s) after incidents or events to assist them in critiquing their own performance and develop more effective ways of handling future situations.

v  Keeps informed of center policies and procedures by reading memoranda, directives, SOPs and/or SOP updates and additions. Explains written directives and/or changes in policy or procedures to subordinate(s).

v  Evaluates subordinate(s) performance, gives recognition for instances of good performance and documents significant or persistent performance problems in writing to have a record of the problems observed and the corrective action taken.

v  Prepares budget information for computer and electronic equipment and works closely with other supervisors to determine the needs of the center.                                                                                                                                 

Essential Duties and Responsibilities include the following, but not limited to:

v  Responsible for supervising all network activities including installations, maintenance, design, vendor relations, help desk operations and the preparation and administration of network change control and documentation.

v  Participate in the research, development and implementation of products and equipment to enhance the overall operation of the 9-1-1 Center.

v  Designs and develops network communication plans using current network communication technology and techniques

v  Perform analysis and support the data and voice networks.

v  Monitor the network bandwidth utilization, installation, configuration, repair, design, implementation, and maintenance of network communications equipment operations and/or circuits

v  Monitors the voice, video, and data network infrastructure to ensure continuous operation of the user community

v  Maintains the network for optimal performance

v  Provides direction and guidance to subordinate staff

v  Schedules tasks and monitors workflow

v  Ensures the timely completion of assigned work

v  Maintain e-mail accounts

v  Keep website updated

v  Maintain, improve, and integrate Intranet information

v  Schedules the planning, installation, upgrading, repairing, and maintenance of local and wide area networks.

v  Manages the enterprise network.

v  Tracks requests for network equipment, computing equipment

v  Installations, de-installations, relocations, and other related requests

v  Provides technical guidance in designing and implementing new system modifications and enhancements

v  Plans and projects budgetary needs for department, compiles plans and cost analysis for management review and consideration

v  Assists in disaster recovery relating to network and computing devices

v  Interfaces with equipment vendors for the procurement of equipment and to resolve problems

v  Provides senior level support for help desk resolutions

v  Recommends new and modified policies and procedures governing network communications

v  Monitors and analyzes network performance across the organization, including LANs, WANs, and wireless networks.

v  Ensures optimum efficiency and stable operation of all data delivery processes, wired and wireless systems network infrastructure, storage, and server platforms.

v  Analyzes, troubleshoots, and evaluates wired and wireless network systems in response to work orders or other requests.

v  Troubleshoots switches, routers, system configurations, and communications connectivity, and resolves system problems.

v  Configures and troubleshoots communications equipment and devices, and other communications operations.

v  Tests and evaluates new communication devices and software applications.

v  Troubleshoots and replaces faulty equipment. Performs scheduled network systems maintenance and participates in installation of software, updates, and patches to maintain optimal functionality and security of the network computing environment.

v  Assists with the design of plans to replace and distribute new computer related equipment.

v  Maintains security of systems.

v  Documents service incidents, reports outages, and records performance metrics for the purpose of auditing, assessment, and continuous improvement of performance.

v  Performs preventative maintenance on computers and peripheral equipment.

v  Develops, maintains, supports, and tests the agency's Disaster Recovery Plan, including back-up procedures for the system and database software.

v  Updates the operating system on servers, desktop, and laptop computers.

v  Coordinates and acts as primary interface with vendors, contractors, and others in the implementation of network computing infrastructure.

v  Researches and recommends new data network technology.

v  Maintains the highest level of integrity regarding networking, information availability, websites, auditing, and security controls. 

v  Diagnoses and resolves desktop, equipment, and software problems.

v  Provides a high level of customer service with proactive updates to the departments and vendors.

v  Provides training and technical assistance to other employees.

v  Maintains current and relevant knowledge of technology related to networks and websites.

v  Provides consultation and guidance to departmental users to ensure needs and objectives are met.

v  Assists with the development of department budget

v  Performs related work as required.

Communications: Must have the ability to actively listen to others for understanding of their needs and situations; ability to read, write and speak English clearly, fluently, and articulately using vocabulary appropriate to the audience. Must be able to assertively control conversations in order to accurately gather pertinent information and be able to communicate this information professionally and precisely to the proper recipient. Must be able to read and understand written correspondence, memoranda, and directives. Must have the ability to report events and information in legible writing and accurately use proper English grammar, spelling, punctuation, and structure.

Quality of Work:  Must be able to provide high quality, accurate work along with the ability to complete required reports in a timely manner. Must be able to perform multiple tasks simultaneously and remain focused under stress. Must have the ability and willingness to show initiative in completing work assignments, and the ability to allocate own time efficiently. 

Availability:  Additional training and traveling may be requested. Extended work hours will be requested to complete job assignments. Employee must be able to work nights, weekends, holidays, different work hours when needed or called upon outside of normal work hours. On call 24/7/365. Employee is required to have their cell phone on them and be able to answer when called upon.  Failure to answer calls from the office or management or callback in a timely manner, could result in possible disciplinary actions.

Technical Knowledge:

Intermediate/Advanced level knowledge of network design, communications, computer repair, troubleshooting, best practices, project management, and technical documentation to include, but not limited to:

·         Thorough knowledge and understanding of virtual servers

·         Thorough knowledge and understanding of domain controllers

·         Thorough knowledge and understanding of DNS servers

·         Thorough knowledge and understanding of web hosting/servers

·         Thorough knowledge and understanding of SQL

·         Thorough knowledge and understanding of wire shark.

·         Thorough knowledge and understanding of Cisco switches

·         Thorough knowledge and understanding of Palo Alto Firewalls

·         Thorough knowledge of network design, systems, protocols, and applications.

·         Thorough knowledge of networking products, configuration, and management, including routers, firewalls, and switches.

·         Thorough knowledge of the tools, techniques, and methods utilized for the resolution of networking issues.

·         Thorough knowledge of current versions of Windows server management, Windows operating systems, and Windows office software.

·         Thorough knowledge of the principles, practices, and methods of internet filtering.

·         Thorough knowledge of video conferencing and other methods to facilitate communication.

·         Thorough knowledge of the principles, practices, and methods of website design and development, including alignment, hierarchy, proximity, balance, color, and space.

·         Thorough knowledge of current software utilized in website design, editing, and maintenance.

·         Knowledge of center policies and procedures and expected standards of performance.

Education and/or Experience

·         Minimum of a Bachelor's degree from a recognized college or university in computer science or a closely related field

·         Minimum of three years of experience or a combined of education and experience equivalent to these requirments

Knowledge of:

Administration principles and practices, including goal setting and implementation. Supervision of staff and activities and surrounding agencies. Department organization, standard operating guidelines, policies, rules, and regulations. Computer Aid Dispatch and enhanced 911 systems. All computer applications and hardware related to performance of the essential functions of the job.

Skill/Ability to:

·         Thorough knowledge of network communications, techniques, and practices, to include ISDN, ATM, Ethernet, and wireless networks

·         Thorough knowledge of network design standards

·         Thorough knowledge of network analyzer tools and network analysis software

·         Good knowledge of LAN topologies, LAN bridges, LAN switches and hubs, ATM switches, gateways, servers, and personal computers

·         Ability to diagnose network problems and develop solutions

·         Ability to supervise the work of subordinate personnel

·         Skill in installing and configuring firewalls, switches, and routers.

·         Skill in the evaluation, assessment, and resolution of network issues.

·         Ability to assess and prioritize multiple tasks and projects.

·         Ability to draw wiring diagrams and to work from diagrams, specifications, blueprints and written and oral instructions

·         Ability to troubleshoot networking, hardware, and software problems and to develop timely solutions.

·         Ability to conduct research on network products, services, protocols, and standards in support of network procurement and development efforts.

Certificates, Licenses, Registrations

Must have successfully completed all required training. Must obtain and maintain all certifications required to perform their job duties. Employee will agree to receive any training necessary to make them the most efficient in their duties. All previous training must remain current and up to date if required. Must have a valid Alabama driver's license.

Additional Requirements

Requires a comprehensive background investigation to include a local, state, and federal criminal history check. Requires satisfactory results from a pre-employment medical evaluation and substance abuse testing and is subject to random alcohol and controlled substance testing.

The employee is a vital link between emergency service providers and the public. The employee frequently must provide assistance to other co-workers, and other individuals in various agencies. The employee must remain calm and professional in tense, emotionally charged, and stressful situations. The employee frequently must work under time pressures to meet deadlines and must perform multiple tasks simultaneously. The employee must constantly present a positive attitude as a role model in the center and community. The noise level in the work environment is usually moderate, but may be noisy and distracting at times.

Salary Range

The starting salary range is $70,000-$95,000 annually, DOQ

Travel for the interview, relocation expenses, and reimbursement are not offered or provided with this position.
