Company Overview
Columbia 9-1-1 Communications District (C911CD) is the single public safety answering and dispatch point for Columbia County, Oregon. The District is an Oregon special district formed in 1989 by voters under the authority of Oregon Revised Statutes Chapter 401. The 9-1-1 District is governed by a Board of Directors composed of a President and four Directors who include a Vice President, Secretary and Treasurer. Directors are elected by geographic zone, but serve at large. Five additional citizens serve on the annual Budget Committee. The Board governs with the participation of the Statutory Advisory Committee consisting of appointed executives from each public and private safety provider within the jurisdiction.
The District serves all 7 law enforcement agencies and 5 fire departments, which include 4 public and 1 private ambulance and emergency medical services. All Communications Specialists are certified as Emergency Medical Dispatchers (EMD) using physician advisor approved pre-arrival instructions, and certified Telecommunicators at a minimum Basic level as determined by the Oregon Department of Public Safety Standards and Training (DPSST). The District also provides a variety of communications support activities for a number of other entities. The Board hires an Executive Director to manage the day-to-day operations of the District.
